Back up, erase (however), and migrate files and documents and nor apps as part of the new macOS setup; with setup assistant during the install or migration assistant after.

I would encourage using the built-in security and scanning tools, and would generally discourage using add-on anti-malware (other than running endpoint security, where that is applicable), and add-on cleaner apps, and add-on VPNs save for specific use cases. I would encourage reloading other necessary apps from the app store or other known-good sources, and would exercise caution around torrents.

Cleaner apps can cause corruptions.

Add-on anti-malware is effectively indistinguishable from malware, given how it ties into the system. And some of the better-known anti-malware has had issues with false-positives—the built-in anti-malware has blocked false positives in add-on anti-malware from leading to corruptions—and some well-known add-on anti-malware has caused privacy issues, though Avast claims they stopped doing that, and Avast and AVG are now part of the same entity.

VPNs can cause routing issues, and too many have caused privacy issues.

There can be various causes. It might be a problem with the Wi-Fi router. Might be installed apps, too. There are some problematic sorts too, such as add-on security apps.

I’d also suggest an update to Ventura.

I’d nuke this Mac from orbit; erase and reinstall and migrate just files and documents and not apps.

When you erase and start over, avoid loading cleaner apps, add-on anti-malware apps, avoid VPNs outside of connecting into affiliated internal networks and geolocation shifting and testing, and leave Apple security enabled. And torrents are one of the better sources of Mac malware as the cracks increasingly also target the privacy and security of the users of the cracked apps, and of transient and massive system load.

Yes, you could probably clean this up manually, but that’s more work, and the add-on anti-malware apps and cleaner apps too often don’t remove easily.

I’m mildly surprised this Mac is performing well, even with one of the anti-malware apps badly confused.
