When I open my phone app it shows a red number 1 that there is a voicemail notification but no voicemail.
Does this mean my phone is compromised?

No, but it may mean your phone is not syncing with the voicemail server. Is Cellular Data enabled? It is required for visual voicemail to work.

Go to your settings and scroll down to your phone setting, open it and tap on live voicemail and make sure it’s turned off
Same with mine - iPhone 13 with OSX 17.2 - turned off badges and it cured it!

I have a red dot showing all the time yet I have no voicemail also I googled and tried what was suggested like go into settings tap on phone scroll down to live voicemail and turn off but there is no option for live voicemail and I tried leaving myself a voicemail from another phone but when I go to listen it says you have no messages yet I left one and the red dot is still showing any help would be appreciated

It will happen whenever cellular data is off. “Usually” doesn’t count, unless during the time it is off you don’t get any voicemails.
I do have cell data on all the time. It’s never off.
so I’m not sure why it shows I have a voicemail when I actually do not.
seems like someone is reading my phone and seeing what I’m doing.
No one can read your phone unless you jailbroke it.
