It looks like your device is in Low Power Mode, which would temporarily pause iCloud Photos. This is expected behavior when using iCloud Photos and having your device in Low Power Mode. Try going to Settings > Battery and turning Low Power Mode off, and then test if the same error happens.

You may need to charge the iPhone, before you turn off Low Power Mode. The battery seems to be critically low.
