It is not giving me time options to “require passcode”. Only “immediately”.

One possibility: Some corporate/school/etc email accounts have specific passcode requirements; these can be enforced via profiles. See: Install a configuration profile on your iPhone or iPad - Apple Support
If I recall correctly, if you're using TouchID or FaceID, the only option is "Immediately".
