my iphone is frozen on a notification and won't let me turn off

I accidentally opened the HOME app on iPhone and it gave me a notification about if I would like HOME to send critical alerts. It is stuck on that notification and won't let me touch anywhere else on IPHONE. I can't even turn it off

How can I resolve "Home Critical Alerts" issue on a frozen iPhone? My iPhone has been stuck on this screen that says “Home” would like to send you critical alerts for about 20 minutes. I don't know why or how but it wont let me click anything and it wont let me click allow. I’ve tried to restart my phone but it wont let me swipe the power down and when i holed the power button and the volume button for too long it just says it’s going to call emergency services.
