How can I resolve "Home Critical Alerts" issue on a frozen iPhone?

My iPhone has been stuck on this screen that says “Home” would like to send you critical alerts for about 20 minutes. I don't know why or how but it wont let me click anything and it wont let me click allow. I’ve tried to restart my phone but it wont let me swipe the power down and when i holed the power button and the volume button for too long it just says it’s going to call emergency services.

click and release volume up, then volume down, then click and hold the side button until you see the apple logo. This can take up to 20 seconds.

That will force restart the device.
