purchased (long-time) apps now wont download
My iPad has stopped downloading most of my apps (including Kindle), though a few (Zoom) still work. ???

Tags with your post imply you are running iOS 12. Kindle and
many other apps require at least iOS 14.
Your iPad mini 3 cannot be updated beyond 12.5.7.
It is up to the developer of each app which versions of iOS
they will support. Zoom only requires iOS 11 or later.
It is time to consider a newer iPad.
