iwatch ultra not pairing with iphone

i have an Iwatch Ultra that has refused to pair with iphone. says "apple watch requires a newer version of IOS" but my iphone is on the most recent version IOS 16.6. Any way i can get this resolved or update the watch OS manually without pairing with my Iphone first?

Ask the seller

IF is is on OS 10 (beta) then you have 3 choices

Send it to Apple to br reset to OS9
Wait until September when iOS17 is released
Install the public beta of iOS17 (we cant help you with that - google it)

i wouldn't know the OS on it. i am trying to pair it for the first time as i just bought it on ebay
