My iPad Air does not offer a toolbar in Numbers.
When I open the Numbers app on my iPad Air, using iCloud, there is no toolbar. The … only shows Download, Send a copy, etc.

Are you on Numbers for iCloud (via Safari) or the Numbers for iOS/iPadOS app?
If you don't have the app then you can download it from the App Store. In the app you will see a toolbar of sorts when you enter Edit mode.
