Minimum volume on I phone 12

I’m using Argon headset through Bluetooth. Minimum volume is too loud. How can I reduce the minimum volume? Settings in sound and haptics did not help.

Please go to: Settings > Sounds & Haptics > Headphone Safety. Now, turn on “Reduce Loud Sounds,” and adjust the slider to your satisfaction.

That only concern loud sounds. It does not help reduce the minimum volume which is way to loud.
