While talking on my phone with the handset to my ear, I would like to know how to turn the volume down when needed. Pushing the volume down button does nothing and the volume up button does nothing either. Any help would be appreciated.

The volume buttons will not work if the proximity sensor thinks the phone is next to your ear. To adjust the volume while on a phone call, you have to hold the phone in front of you.

I'm going to have to disagree with Mac Jim ID here. The buttons should work while you are on a call, even if the screen is locked. I just tested it on my phone. You might try going to Settings>Sounds & Haptics>Ringtone & Alert Volume>Change with Buttons and make sure it's enabled.
