Restoring from iCloud Backup

I have been trying to restore my successful iCloud backup for the past 3 months now but am unable to. Apple says they have never seen this issue in any iDevice before and it is a first for them. The backup stops at around 25% and doesn’t move and the estimated time rises to 3-5 days remaining. It was a decade's worth of data that is at stake.

I’ve been in contact with Apple customer care for 3 months now and still no resolution.

Now the thing is I want to shift to a Samsung device as I am done with Apple. After 12 iPhones, I just don’t trust them with my data anymore. But they say i can't trade in my phone as then they won't be able to solve the issue.

How do I raise this issue to the higher-ups? Has anyone ever else faced this issue?
