Make sure the SuperDrive is receiving enough power.
Your footer here shows an old iPad on an old iOS version.
An iPad does not have sufficient power.
A Mac does. A Mac with a USB-C port does have sufficient power too, but will need an adapter that can pass sufficient power to the SuperDrive.

However, the last method presented is to use a paperclip into the ejection port won't work ... as, unfortunately Apple did not include one on the Super Drive. I know as I just checked mine.
Holding down the mouse key while booting usually works. Of course if the eject mechanism has failed nothing will work.
