Can’t remove old gift cards on my Apple Wallet

Open Wallet > Tap on the expired gift card > tap on the three dots available on top right corner > Remove pass

you have to actually open the app with the name wallet not the option in settings.

Give Apple Support a Call. See if they assist you with removing these. Screenshare will Apple, if you want them to see this from YOUR perspective.
