I have an application that is locked and I am unable to delete it even though it's zero kb. I want to delete it so I can re-install the newer version. The new version says I still have an older one installed so I cant install it. Any ideas? You'll see below in the photo I should have admin access to delete it. I've tried terminal functions with no luck.

You do not have admin rights as shown in the screenshot you posted, it is read or read/write only.
