Open Photos
Go to: Photos > Settings > iCloud and enable iCloud photos
You may need to ensure that your library is the system library at Photos > Settings > General

What happens when you try to turn the switch on? Are you getting an error message?
Photos will not allow you to turn iCloud Photos on, if the library is too large for your free cloud storage. Or if the library is on an incompatible external drive.
unfortunately, when i click on photos app on my laptop, I get this:
the toggle switch just returns to the previous position as shown in an earlier photo. There should be plenty of room in icloud. I have the 200 plan.
