The only devices that can automatically share your personal Hotspot are other devices using the same Apple ID or people in the same Family Sharing group. If anyone else wanted to use your Hotspot, you would need to provide them with the password.
There is nothing in the iPhone analytics that is user-readable. They require special training and software to understand. Without that training, it's easy to misinterpret them to mean things they don't.
