It sounds like GPS is not working to assist with giving location information. Good job restarting your iPhone, as that is a great step.

Did you have a chance to verify that Location Services was enabled, and if so, specifically for those apps? Check out the info about this here:

The footnotes at the bottom of the page is good to know also:

1. Location Services uses GPS and Bluetooth (where they're available), along with crowd-sourced Wi-Fi hotspots and cellular towers to determine the approximate location of your device.

2. Apps won't use your location until they ask for your permission and you allow permission.

So, you'll want to also make sure Wi-Fi is enabled, especially when outside.

If everything looks to be enabled, but you're still having the issue, verify that it's not just a particular location. There could be issues with GPS, cellular towers and other services in an area.
