Sacomastewart, you can use a virtual machine such as Parallels Desktop in macOS, which can run Windows, and inside the virtual machine, you can follow the iTunes 12.6.5 and Charles Proxy steps to obtain an officially signed older version of an app. You do not need an actual "real" Windows machine.
