Only the current version of Apps, compatible with your iPad, are available for download and installation.

The App Store does not have facility to offer previous versions. Similarly, App Developers invest time and effort in ensuring that the current App version offers best-performance and is bug free.

If you are unhappy with an App, you should consider seeking assistance from - and offer constructive feedback to - the respective App Developer:

It is possible to downgrade iOS apps (not the operating system) by using an old version of iTunes on Windows (12.6.5) and a popular web debugging tool called Charles Proxy to intercept the request to the App Store server and tell it to download the older version, as long as the app is still available on the App Store. The resulting .ipa file is a genuine file signed by Apple with your Apple ID downloaded straight from Apple servers, which you can install to your device through normal means and will never expire.
