Why I cannot add, delete, or change transitions on my iPad Air 4th iOS 16.2?
The iMovie added a few itself, but I would like to change them, and where is missing I would like to add.
When I touch the signs between 2 clip nothing happened. Those signs are inactive.
How can I add, change, delete tansitions?

Your screen shot indicates that you are creating a Magic Movie on your iPad. As I understand it, transitions cannot be added or altered in Magic Movie. The program creates what it wants. However, you can change and alter transitions in an ordinary iMovie project.
You might try posting your question on the iPhone forum or iPad Forum, as this iMovie forum is primarily for Mac iMovie. iMovie is the same iOS program on both the iPhone and iPad. Here's the link:
