Why won't the pages update download on my Macbook pro?
The App store says there is an update for Pages, but when I press on update it does not download.

It is in the Mac App Store. You can download it from here. You may also be able to launch the Mac App Store, select the Update entry and press cmd+R to refresh the Update panel and Pages may appear in that manner if you had downloaded it previously.
It may tell you that there is an update for Pages when you are running an older version, but unless your operating system is macOS 12.3 or newer, the Mac App Store will decline to download Pages v13.1.
What operating system and Pages version do you have now? There may be a way to get a last compatible version for an older operating system if you installed it from the Mac App Store, and it was not preinstalled by Apple on a new Mac.
My MacBook Pro OS Monterey, is 12.6.8, I can't locate the version of Pages, only a date "Reviewed", August 2023.
