Are Apple 70W USB-C Power Adapter (Model A2743) safe for charging rechargeable lithium batteries with USB-C ports?

I see that the Apple 70W USB-C Power Adapter (Model A2743) indicates several DC outputs from 20V to 5V. The Apple 70W USB-C Power Adapter (Model A2743) shows more than one volt output. Each voltage amount is separated by the word "OR." Does it automatically adapt to any device that requires 5 volts? Are these adapters safe to use for other devices, specifically, a 9V lithium rechargeable battery? These batteries normally are charged with 5V output adapters and receive the charge through their USB-C ports.
