I have 3 gigabytes used out of 5 gigabytes from the icloud but my ipad says that it cannot do any more backup??

Not particularly abnormal after the iPad has been in use for a while.
According to the usage bar, you are using over half of your initial free 5GB of cloud storage for photo storage, leaving only about 2GB for other uses including backups. Without seeing the storage map for your iPad, we cannot guess how much storage space it would take to back up its contents. The iPad shouldn't start a new backup if it won't have space to finish it without ruining the existing backup.
The free 5GB cloud space is enough for minimal use: syncing calendars and contacts, some email, and backing up one device that doesn't have much stored on it. Once you start adding photos, videos, or other media to the mix, you can quickly run over the free starter space into paid territory. Luckily, the first increment is fairly cheap. (I won't quote a price, as it varies by country.)

Sure. It is visible in Settings > General > iPad Storage
It might take a little while to display fully.
