Music is gone from my library

My wife and I paid for some songs on iTunes. No it is not available in my region and is totally gone from iTunes Store as well. Need help. I thought once I had paid for something and it was in my cloud it was mine. Never been or moved anywhere. Changed phone service providers that is it
