Drag and Dropping files from a window in the Finder into another open Finder window causes destination to change

My problem, which I had on an old Intel-based Mac and now also have on a brand new M2 Pro Mac Mini, is this:


If I try to drag and drop files between two open Finder windows the destination often changes. As I am dragging the files into the destination window, that window will switch instantly (but not every time, sometimes the destination remains the correct location) to some other location, perhaps one that I previously had open in the destination Finder window. The destination window can also switch to a location that no longer exists.


This is hard to explain, so let me give an example:


I have two windows open, Window A and Window B. In Window A I have the user Downloads folder open and in Window B I have the user Documents folder open. Then in Window B I decompress a zip file and that creates a new folder in the Documents folder with the contents of the unzipped file. I then double click into this unzipped folder and take a file out of the unzipped folder and place it back into the Documents folder. I now have the Documents folder visible once again in Window B. I then throw the unzipped folder from the Documents folder into the trash and I empty the trash. The unzipped folder now no longer exists on my Mac. So far, so good.


Now here's where the problem arises:


I now decide I want to drag something from Window A (in this case the Downloads folder) into Window B (currently showing the user Documents folder). It doesn't matter what I select from Window A. It could be multiple files, files and folders or just one file. Once I grab the file(s) from Window A and drag it/them over top of Window B, what is displayed in Window B will often, but not always, change. Sometimes it will even switch to showing the now deleted unzipped folder in Window B. This happens as I hover over the window, even if I am very careful not to drag the files over some Finder area that could trigger the spring-loaded feature (which I do have on). The switch of the displayed location in Window B happens instantly as soon as I drag over the window and the location it switches to is not always the last location I had open prior to the current destination.


This happens on both machines running Ventura (any version).


When I set up the Mac Mini I did not use the Migration Assistant. Other than items copied over from iCloud, everything I've installed on the Mini was installed fresh, from newly downloaded source files. I am also not using any extensions or drivers that might mess with my mouse or the Finder itself, at least as far as I am aware. Also, to be clear, there is no consistency. It doesn't matter what the two windows have visible and it doesn't matter if one or more of the windows have Finder tabs. This issue happens often but not every single time.


It has been very annoying. When the wrong destination pops up, I can hover over the back arrow in that window to go use the spring loaded feature to navigate to the correct destination. Interestingly, I can drop the files into the open destination even if the displayed destination no longer exists (like the unzipped folder from the example above). I can use and access the copied/moved files from the non-existent location, but if I close the window or navigate out of the non-existent folder I won't be able to access those files again.


Anyone have any ideas what might be causing this?
