Based on the instructions in this article:

Where to find downloads on your iPhone or iPad - Apple Support

You will only see that option if you just downloaded the file. If clear the downloads folder, it goes away and you won't be able to see it again until you download something again.

What things are you trying to download? Safari on iOS is limited in that area. For example, if I go to this webpage:

https://www.nature.com/articles/d41586-023-02553-1.pdf

There is a button to download a pdf. If I click on that in Safari, the pdf appears on the screen and then I can use the share sheet to save it to files, send it by email or message or transfer it to other apps. There is no "downloads" folder on an iPhone.

I tested how it worked on my phone. I didn't see any "Downloads". So, I downloaded a file and checked again. I compared what I was seeing with the document I linked to which I read carefully. 90% of what I know about technology is a result of pushing the buttons and seeing what happens. Nothing has ever exploded.

Whenever I get a new device or new software or a major system software update, one of the first things I do is go into settings and look at everything. If something looks interesting or different, I play around with it until I figure out what it does.

Why cant they mention it where its easy to find,

A trick I learned for making searching easier is to restrict the search to a particular domain. If I want to search for information about how something works on an iPhone, I will often start my search string with "site:apple.com" followed by whatever I'm looking for. For example, "site:apple.com com downloads iPhone"

its like this with everything on this thing, when i ask about something 9 times out of 10 support pretends to not understand what i mean

They might really not understand what you mean. When you don't know much about how to do something, it can sometimes be hard to articulate the problem. I have this problem when I talk to my auto mechanic.

worst thing is when you go looking for a setting in settings app, and when you go deep enough settingsapp behaves like it is a kind of weblink you clicked and it is like a other window of safari opens where you find info you need and looong instruction how to find that perticular setting IN SETTINGS APP, so you think youre online in a webwindow, but youre in settings app and cant go to the place in settings app because well youre there, deep in a in-app browser kind of and you have three choices, backing one step backwards to main menu, but then the info you where after isnt abailable, you cant copy text or get a link and open the adress in safari, so screenshots is my way ive done it

I find that a little confusing. in part due to the fact that it seems like one run-on sentence. What I have found is that using shorter sentences, properly punctuated, makes things easier for other people to understand. What I can tell you is that you never end up on a website from clicking around in settings.

and why do they act like they dont know what i mean?!

They are probably not acting.
