AT+T iPhone X cannot connect to a specific number (fast busy signal / call canceled)

I tried to book an oil change for my vehicle at a dealership that I frequent. I cannot connect to any of their business numbers... service Dept., Sales, Parts...etc. I always get a fast busy signal and it says Call Canceled on my iPhone X info. There was a recent apple update 16.6 version. I've been on the phone all day with AT+T with various techs, reset my iPhone numerous times and still no resolution. I've even called all the businesses that share the parking lot with the dealership, and have had success connecting to them. Any ideas of what happened? This is bizarre to say the least.

You’re going to have to deal with AT&T on this. The problem is not your phone. It’s either with AT&T or with the dealership’s phone service provider.

YOU are absolutely correct. End of day today, and for giggles and grins I decide to dial the Dealership one more time, and it went through!! I spent all day yesterday trying to resolve this issue and did nothing today.... and Bob's your uncle it's fixed! My only hope is that it stays that way. Thank you for your comment and insight. I'll have a beer tonight and celebrate! What a bizarro situation.
