Most online savings and money market accounts can be used to pay individual and recurring bills. There are usually limits on the number of transactions per month, but nothing else. Does this work with the Apple Card savings account?

Not directly. You would need to transfer the funds from the Savings Account to Apple Cash or your Bank account, and make the payments from there.
