Apple says:
"While we may also be able to help remove Activation Lock from devices that use your loved one’s original Apple ID, their iPhone, iPod, and iPad will need to be restored to factory settings before they can be used with another Apple ID. Please note that devices locked with a passcode are protected by passcode encryption, and Apple can't help remove the passcode lock without erasing the device."

Can only be done by the woman's family unless you were granted Personal Representative by the courts. Those documents will also need to be submitted. All the information provided by Limnos still applies. If the woman still had her Apple ID and passcode on the device, it may be tough to prove she gave it to you. If it was yours, then it would have your information in there and if the woman had a will, then her personal property may be owed to someone else.
Unless you were specifically named as the inheritor of the iPad in a will (and can also get the necessary court order), ask the woman's family to have it unlocked by Apple.
