contacts on my phone like doctor offices and business contractors are going to my voicemail. They are not blocked. They are added to my contact list, but they appear in red instead of black.

This fixed it. Not sure if anyone else has tried it but my problem is no more.

This worked for me iPhone 12 iOS 17.4.1 , turn off driving mode , my phone showed the car icon by the time top right corner
