Why Should We Be Stuck With Inability to Move Files When Dragging and Dropping Them?

At least some of my files cannot be moved but only copied under false pretenses (I direct a move and some unaccountable force forces it to be a copy). I cannot begin to appreciate the confusion and waste caused by finding surplus copies of the same file. I have OS Ventura and have most of my data on an external HD.

Here is how it works in a nutshell:

Copy and Move files in Ventura:

Drag and Drop from local drive to local drive will MOVE files.

You must hold “Option” key and see the Plus sign. Then it will COPY and not MOVE.

Drag and drop from local drive to external drive will COPY files by default.

You must hold “Command” key to change from copy to Move. You will see the Plus sign by default. Pressing Command will remove the Plus sign and allow Move instead of Copy.Copy and Move files in Ventura:

I have a Logitech Ergo K860 keyboard. When I hold down the opt/start key I see no plus sign, when I hold down the cmd/alt key I see no plus sign, and I still don't see why this roadblock was erected. But, after trying the cmd/alt key yet again it really did move the file. When I went to reverse the process I simply dragged and dropped successfully but, after putting the file back in the original place I could not replicate what I did. I consider this engineering malpractice.
