how to permanetly delete a folder that keeps reappearing after deleting

Looks like a Spotify configuration issue. See this article for details:

FYI, if you use Spotify, then you will have these folders somewhere on your Mac, but you can create a folder for the Spotify cache to use.

Is it possible that file you downloaded is in use by an app, maybe Spotify?

After deleting it, did you empty the trash as mentioned here? Delete files and folders on Mac – Apple Support

1. "On your Mac, click the Trash icon in the Dock.
2. In the window that appears, do one of the following:

• Empty one item from the Trash: Control-click the item you want to delete, then choose Delete Immediately.
  • In the warning message that appears, click Delete.
• Empty all of the Trash: Click the Empty button in the upper-right corner of the Finder window. You can also click the Finder icon  in the Dock, then choose Finder > Empty Trash.
  • In the warning message that appears, click Empty Trash.

Items that you move to the Trash from your Mac remain until you empty the Trash. You can choose to automatically empty the Binin Finder settings.

Items that you move to the Bin from iCloud Drive are automatically emptied from the Trash after 30 days, regardless of Finder settings. You can choose to empty the Trash sooner than 30 days."

If you have followed the steps correctly and you still have the issue, let's try safe mode to isolate and possibly resolve the issue. After starting in safe mode, try to delete the files.

Start up your Mac in safe mode – Apple Support

1. "On your Mac, choose Apple menu  > Shut Down.
2. Wait for your Mac to shut down completely. A Mac is completely shut down when the screen is black and any lights (including in the Touch Bar) are off.
3. Press and hold the power button on your Mac until “Loading startup options” appears.
4. Select a volume.
5. Press and hold the Shift key, then click Continue in Safe Mode.
6. The computer restarts automatically. When the login window appears, you should see “Safe Boot” in the menu bar."
