I recently purchased an iPhone 13 from a guy and i have no way of contacting him about the apple id that is already set up on the phone. I need help clearing his apple data off the phone so tha i can use it myself.

You are pretty much out of luck. Unless you have the account information that set the lock, or the original receipt from Apple, you cannot remove the lock. Read this article about how to remove Activation Lock --> How to remove Activation Lock - Apple Support
Recycle the device. From the very bottom of Apple Trade In - Apple :

What do i do if i purchased an iPhone from an individual but it still has an apple id attached to it and i dont know how to contact this person about removing it.
