Resetting startup security to full not possible on Ventura 13.5 using Recovery 1.0 (471)

I want to reset the startup security to full security, but when trying to modify the security in the same way I was able to do in order to reduce the security using the recovery tool. (I reduced the startup security in the first place inorder to install macFuse to read exFat USB disks.)

The startup security utility just opens up, re-centers to the center of the screen (jumps around one time). The "correct" app dialog appears and states that I have to reboot the machine into recovery mode and select the Startup Security utility again... which is what I have just done. Multiple times.

I cant select anything and the utility window, underneath the window showing the above mentioned information, is not containing any choosable disk. I am kind of stuck here...

Anybody else having this problem or a solution? Wifi access is available, as this has been a problem/solution in macOS Monterey.

MacBook Pro 13″, macOS 13.5
