These choices suggest you are saying your Mac is already connected and working with an active Ethernet connection, and you wish to use your Mac as a limited Wi-Fi access point.
grayed out suggests it is not working, or not TOP-MOST.
The active Network connection is the one that is TOP-MOST AND Working in
System Preferences > Network
If this is what you want to do, use the gear icon under the list of networks to drag Ethernet Top-Most. When Ethernet is not connected, it will not be Working, so your Mac will use Wi-Fi instead.

Turn off your VPN and try to share your connection.

Does your Mac have an Internet connection? Are you following these instructions?
Share the internet connection on Mac with other network users - Apple Support
please explain in great detail what it is you want to share and with what other devices.
Internet sharing turns your Mac into a limited Access Point, typically for a DIFFERENT medium than the one you use for your main internet connection.

If your system has a router, a network, each device can separately access the router/network directly via Wi-Fi and leave your Mac out of the picture.
