I cannot successfully create an app-specific password! When I try to create an app-specific password, I get a pop-up window with the message "Continue on one of your devices", but can't find anywhere to actually create a new app-specific password.

This is a bug in Safari. You'll need to use another browser such as Firefox (https://www.mozilla.org/en-US/firefox/new/) to be able to create an app-specific password on appleid.apple.com.
