add photo albums to iCloud shared photo library

It sounds like you would want to utilize the Shared Album feature built right into iCloud. This feature works outside of the iCloud Shared Photo Library feature, but would enable you to create an album using any of the photos in either your library or the shared library and then share that album with whomever you choose.

That is correct.

Only an album created using the Shared Album process will be shared with those invited.
