if I delete the backed up stuff on my igloos will it automatically sync the photos that haven't been backed up without having to do it on the device?

However, deleting or making more storage available in iCloud will not allow photos on your iPhone to be automatically uploaded, especially if it is not connected to a Wi-Fi network. You would need access to the device in order to upload the photos that are not currently synced with iCloud.
