My daughter lost her phone and also cannot remember her apple id password. When we try recovering the password it is asking for me to enter a phone number that ends with 13. Which I am assuming is an old phone number but can’t remember the recovery number so in this case how can she recover her apple password with out using the recovery number?

If you can still sign into your account on another device you can investigate adding more ways to get a code such as multiple telephone numbers where you can receive a text or a phone call.
