You must have an iPhone with Text Message Forwarding enabled for your Mac.

SMS is a cellular network. Messages uses Apple's iMessage network which can send iMessages over the internet.

To send SMS from a computer (any kind of computer), you must have a gateway that connects the computer to the cellular network. For Messages on a Mac, the iPhone is that gateway.
