It’s not an app that I’m having issue with, it’s the msn.com page. I get no response when I try to access a ticker news story.

Well, try clearing history & cookies from the browser you're using, restart your device, then try again (eventually using a different browser).
If the issue persists, contact Microsoft MSN news support team and explain your problem.
