When I log in to itunes i cannot get to my library when I try to sign in it goes to the music place, as soon as I put in for the library it freezes up.

There is no App Store on a Windows OS computer, you can start iTunes to go to iTunes Store.
Troubleshooting:
Make sure your Windows PC is up to date.
Update to the latest version of iTunes
Update to the latest version of iTunes for Windows 10 – Apple Support (UK)

I have windows 11 but I cannot access my itunes library or access the apple store I have hp envy
