Sync unavailable in iTunes on PC

Connected iPod touch to sync with iTunes on my PC. iPod is recognized. Software up to date. My library/playlists are listed in my device on left. The sync button is grayed out and the graphic along side the sync button indicating space available the used portion is in yellow. Never seen this before. Anyone seen this before?

Doesn't help with iPad Pro and iTunes. The Summary option is no longer displayed with the device, just as the Sync is also greyed out. I can only assume this is another scam by Apple to get us to pay for support and/or force us to subscribe to Apple Music and iCloud. Over the last several years, Apple has been systematically removing user controls from their devices and software. I currently cannot sync with iTunes, and while it insists that my songs are in the Music section, the actual app on the iPad does not show those songs nor allow me to play them.
