mac m1 mini old usb mac keyboard some keys not working

I recently swapped my magic keyboard on my mac mini m1 to an old usb keyboard (with the numpad). I am using the magic one on another mac now.

Some of the key functions are not working, e.g. the numpad 8 works but not 6. In terminal up arrow does not work but left and right do. cmd+f3 usually will move windows out of the way, but does nothing.

The keyboard is plugged in directly, I tried into a usbc connected hub as well. I know the cmd key works as other functions work with it. I also did a default reset on the keyboard mappings.

I connected my magic keyboard back, and all the keys function properly. I tired pram reset already.

I've read some reports that since some Ventura update some older usb keyboards don't work, but they sounded like they didn't work period. I am on 13.4.1.

<update>

The keyboard must be bad... it's just odd a few keys don't work it a row like 4,5,6,+, F1-F4 and up arrrow. All the other keys work fine. I connected to an older macbook (not running ventura) and the same keys do not work there!
