Right now, you have to be in possession of the device to change its name. This should really be decoupled. If a device is stolen, I'd like to mark it as stolen and give it a different name. I don't want to refer to each new device with a suffix (eg. `-YY-MM`).
How can this be accomplished today?

Do your Part: Unfortunately, this is not a direct option for iCloud, as of this reply. So, recommend to Apple that the make it such. Apple won't get back to you directly, but the more feedback they reeve on this, the more they'll know what their customers' prefer, and what to include in versions to come.

You need the device to change the name.
You CAN name - and rename - each device anything you like.
(You don’t have to live w/ the default assigned by the OS.)
You DO have to be in-possession of the device to do so.
In iOS:
Settings -> General -> About -> Name
