What do the lightning usb camera adapters "do" that a standard usb to lightning cable doesn't?

What do the lightning usb camera adapters "do" that a standard usb to lightning cable doesn't? Or, why do I need one of these to connect my usb camera to my iPhone when I already have a usb to lightning cable?

And are there any cables that can make this connection without a separate adapter?
