Using Screen Time, you can might be able to block outgoing calls:

• Scroll to: Allow changes to privacy settings
• As it Reads: "Contacts: Prevent apps from accessing your Contacts"

You can’t really block a number from being called. Really you can just not call it. That would be something you need to get in touch with your provider and tell them to block the phone from calling that number but the easiest thing is just don’t call it.
