Dynamic volume controls were introduced with release of iPadOS 15.4 onwards. The “logic” behind dynamic volume controls is such that regardless of the screen orientation, the relative function remains constant - as follows:

Apple invite submission of constructive comments and feature requests via its Product Feedback pages. If you would like to see the ability to disable dynamic volume control functions for your iPad, this would be the most appropriate channel through which to make your voice heard:
Be aware that turning-off (i.e., disabling) Fixed Position Volume Controls enables Dynamic Controls. For models that support fixed controls you must enable Fixed Position Volume Controls:
Settings > Sounds > Fixed Position Volume Controls - set to ON
If the physical buttons are not operating as expected for the specific iPad model and associated settings, begin with a forced-restart of your iPad - as this will often clear an isolated software issue:

If your iPad doesn’t have the Home button, do the following:

Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.
If the problem persists after performing the restart, it may be necessary to reset your iPad settings. While this reset will not cause any loss of data, as a precaution, it is always wise to ensure that you have a current iCloud or iTunes backup before performing the reset:

When you are happy to proceed, you can perform the reset from iPad settings:
Settings > General > Transfer or Reset iPad > Reset > Reset All Settings

Thanks for the reply but I already have the dynamic volume turned off on both of my iPads. Furthermore, both iPads is in the same position. Both iPads are running the latest iOS.
