Can you use Apple Watch without pairing it to an iPhone?

Hi! This question has been asked many times, but for the older models. Is it possible for the 8 series or the future 9's watches that have eSIM capability to be installed and used without pairing them to an iPhone? Basically unbox, connect to a WiFi network, login to the AppleID and start installing apps and making calls? That would be cool for people that no longer want to use a phone. Thanks!
