I have new phone with same number and I deleted my all voice recording on older phone but it was deleted from this phone too. I didn’t mean this. How do I recover in this phone?

If the recordings have been deleted from the Recently Deleted Tab, there is no way to retrieve them.
It sounds like you have Voice Memos syncing turned on with iCloud, so any changes that you make on one device will immediately reflect on other devices using the same Apple ID, as the information is not being saved locally on your device, it’s being saved/synced via the iCloud.
